On February 23rd, I watched a blog post erase $30 billion in market cap before lunch. 

Anthropic published a piece about using Claude Code to modernize COBOL. IBM’s stock dropped 13% by the end of the day — its worst single-day fall in 25 years. Accenture fell. Cognizant fell. By the time markets closed, the narrative was set: AI just killed the legacy modernization business. 

That narrative is convenient and wrong for a much larger reason than COBOL. 

The real story isn’t about one language on one kind of machine. It’s about the tens of thousands of enterprises still running mission-critical systems written 10–20 years ago: COBOL and PL/1, yes, but also early-generation Java, ASP.NET, and custom platforms never designed for the web era, let alone AI-driven decisioning. 

I’ve spent two decades helping enterprises navigate exactly this kind of transition. I’ve seen the spreadsheets that justify delay. I’ve seen the post-mortems of migrations that failed halfway through. And I’ve worked directly with organizations like a Canadian mortgage lender sitting on 500,000 lines of undocumented legacy code across 88 tightly coupled components, with no one left who could explain how it all held together. 

So when I watched that market reaction unfold, my first thoughts were: the people who actually sign off on these projects know exactly why they keep stalling — they can’t see what they have, they can’t scope what it will cost, and they can’t afford to be wrong when the system processes billions of transactions a day. 

Here is what enterprise leaders actually need to understand. 

The Problem Nobody Wants to Say Out Loud 

The greybeard problem is a knowledge transfer crisis, not a technology crisis 

Hundreds of billions of lines of legacy enterprise code run in production daily across finance, airlines, and government — much of it written decades ago in languages like COBOL and PL/1. Some of it is COBOL and PL/1 on mainframes. Some of it is “modern legacy” from the early 2000s — ASP.NET, J2EE, custom frameworks built before cloud, APIs, and AI were even in the design vocabulary. These systems handle an estimated 95% of ATM transactions in the US. They were written by engineers who are now retired or gone. What they leave behind is not just old code. It is decades of regulatory logic, edge cases, and business rules that exist nowhere else. 

There is a famous programmer’s line: “When I wrote this code, only God and I understood it. Now only God knows.” That stops being funny when the code handles payroll for millions. 

Modernization keeps getting deferred not because of budget, but because organizations cannot scope what they cannot see. They cannot justify the spend because they cannot define the boundaries of the work. Production code has been modified repeatedly over decades, but documentation hasn’t kept up. So the project stays in planning for years. 

We saw this firsthand with that Canadian mortgage lender — 500,000 lines of undocumented legacy code, 88 tightly coupled components, and no one alive who fully understood how it held together. 

What AI Actually Changes and What It Doesn’t 

Two things are both true. 

AI has genuinely changed the economics of understanding legacy systems — whether they’re mainframe COBOL or decade-old ASP.NET and Java monoliths. The exploration and analysis work that once required armies of consultants and months of painstaking mapping can now be compressed into weeks. That part of the argument is real. 

But code translation is not system migration. If you are a CIO sitting on infrastructure that processes billions of transactions every day, the difference between those two things is not a technical footnote. It is the entire risk surface of your organization. 

What the IBM moment actually signalled was not the death of legacy infrastructure. It was the disappearance of the last credible excuse for postponing modernization. Not because AI solves everything, but because AI has lowered the cost of understanding your own systems enough that “we don’t know what we have” is no longer a defensible answer to your board. That shift matters more than the stock move. 

AI tools can now map dependencies across thousands of files, trace execution paths through called subroutines, surface implicit couplings through shared data structures that static analysis tools miss, and document workflows that nobody remembers building but everyone depends on. The bottleneck this removes is significant: historically, the cost of understanding a codebase was so high it made the modernization business case impossible to close before a single line changed. 

And in an AI era, this matters even more. You cannot safely plug copilots, agents, or decisioning models into systems whose data flows, side effects, and failure modes you do not understand. 

We saw this play out in that modernization program with the Canadian mortgage lender. Using AI-assisted discovery, we mapped the system architecture, traced execution paths, and generated developer-readable documentation before any migration decisions were made. What historically required months of manual analysis was compressed into weeks — giving the engineering team the clarity needed to plan the modernization safely. 

But the discovery phase is upstream of the hardest work. Regulatory requirements, business priorities, operational constraints, and risk sequencing still require human judgment. AI surfaces the map. Your engineers decide how to navigate it.  

The Part the Market Got Completely Wrong 

Translating COBOL to Java makes a good demo. Moving off a mainframe is a three-year program. The same gap exists when you “lift and shift” an ASP.NET or Java monolith to the cloud: you’ve moved the hosting, not fixed the system. 

The market collapsed that distinction. But anyone who has run one of these programs knows that the real work sits underneath the code: the data layer, the transaction behaviors that z/OS has been quietly guaranteeing for decades, the integration points, the regulatory audit trails, the teams who’ve been running these systems since before some of your cloud engineers were in college. None of that moves because the syntax changed. 

Here’s the part worth sitting with: IBM launched its own AI-powered COBOL modernization tool — watsonx Code Assistant — in 2023. And Evercore ISI pointed out something the stock reaction obscured: clients already had the option to migrate from mainframes and kept choosing to stay. The friction was never due to the absence of a tool. 

What the Anthropic announcement actually did was psychological. CIOs who had a modernization business case gathering dust will pull it out again — not because the technical barriers disappeared, but because a credible name said publicly that it’s possible. We have all watched this dynamic play out before – a vendor makes a bold claim, the market moves, and enterprises quietly start reopening conversations they’d frozen. That’s the real signal here. 

A Framework for Leaders Who Want to Move Thoughtfully 

The question is not whether to migrate but how to scope it without creating the next generation’s technical debt. 

  1. Audit before you commit. Use AI-assisted discovery to map what you actually have before committing to a path. You cannot scope what you cannot see. Identify program entry points, trace data flows, and document dependencies that span hundreds of files. 
  2. Treat code translation and system migration as separate programs. Different teams, timelines, success criteria, and risk frameworks from day one. One focuses on converting syntax and logic. The other rebuilds infrastructure, data layers, and operational processes. Conflating them is how programs go wrong early. 
  3. Define behavioral equivalence before writing a line of new code. What does “it works” mean for your system? Exact outputs, transaction behaviors, edge cases, and performance benchmarks must be defined before migration begins, not after. This is where QE becomes mission-critical. Teams who skip this step are the ones calling at 2am six months later. 
  4. Sequence by risk, not by ambition. AI can identify which modules have high coupling and which are isolated enough to modernize independently. Respect that sequencing. Build confidence through bounded wins before touching anything in the critical transaction path. 
  5. Choose outcomes before choosing tools. Tool selection is downstream of program design. Define your success criteria, target architecture, and data migration strategy first. Whether you use Claude Code, Watsonx Code Assistant, or something else is a question you answer after that. 

The market priced in fear. Enterprise leaders should price in permission. 

The IBM moment is a permission structure for enterprise technology leaders, not a warning about infrastructure collapse. The discovery phase that made modernization impossible to justify has changed in cost and speed in a way that is real and durable. 

That changes the board conversation. The question shifts from “can we afford to do this” to “can we afford not to have a roadmap.” 

The biggest risk is almost never moving too fast but spending so long managing the fear of change that the change eventually manages you. IBM’s worst week in 25 years just made that calculus visible for every organization still running systems nobody fully understands.
